Repeals sections 9-500.39 and 11-269.17 of Arizona Revised Statutes that regulated vacation rentals and short-term rentals at the county and municipal levels.

Amends section 12-1134 to add vacation rentals and short-term rentals as an exemption to landowner compensation claims for diminution in property value due to land use laws.

Removes provisions in section 42-2003 that allowed counties, cities, and towns to redisclose transaction privilege tax information about vacation rental and short-term rental operators for enforcement purposes.

Amends section 42-5042 to require online lodging operators and owners of vacation rentals or short-term rentals not offered through online marketplaces to obtain and display transaction privilege tax license numbers.

Submits the measure to Arizona voters at the next general election for approval.
