Proposes amendment to Article IV, Part 2, Section 20 of the Arizona Constitution to establish a continuing appropriation mechanism for the general appropriation bill.

If no general appropriation bill is signed into law for a new fiscal year, the prior year's general appropriation bill continues in effect until a new bill is enacted.

Joint Legislative Budget Committee may adjust the continuing appropriation by majority vote to remove onetime expenditures and account for inflation and enrollment growth in education, health care, and economic security programs.

The prior year's appropriation does not continue if, after adjustments, it would exceed projected general fund revenues for the new fiscal year.

Requires submission of the amendment to Arizona voters at the next general election for approval.
