Honors Charles Franklyn "Chuck" Long II, born June 1, 1945 in Detroit, Michigan, who passed away in 2023.

Acknowledges his career as a radio disc jockey in Washington, D.C. during the 1970s and his establishment of the annual Chuck Long Motorcycle Safety Parade.

Commends his founding of America's Buffalo Soldiers Re-Enactors Association in 1986 to preserve the history of the all-Black regiments of the United States Army.
