Establishes that commissioners to Arizona's Article V conventions be selected through a joint process determined by Arizona House and Senate leadership with bipartisan involvement.

Requires every candidate for commissioner to take an oath to uphold the U.S. and Arizona Constitutions and laws, vote only as instructed by voters at ratification conventions, and refuse to vote for any "runaway amendment" unrelated to the state's application.

Specifies that commissioners who vote against the people's will or for runaway amendments will have their votes voided and face replacement, recall, and penalties under Arizona law.
