Amends Arizona Revised Statutes Section 40-360 to clarify the definition of "transmission line" for purposes of power plant and transmission line siting regulations.

Specifies that a transmission line consists of five or more new structures spanning more than one mile in length, erected above ground to transmit electric energy at 115,000 volts or higher, and includes related new switchyards.

Excludes substations, switchyards, and structures located on substations, switchyards, or generating sites from the definition of transmission line.

Applies only to facilities for which expenditures or financial commitments exceeding $50,000 were not made before August 13, 1971.
