Amends section 32-2185.09, Arizona Revised Statutes, to modify civil penalty provisions for subdividers and agents subject to the department's jurisdiction.

Changes civil penalty calculation from per-infraction basis to $2,000 per lot where a violation occurs, eliminating the previous rule that violations concerning multiple lots counted as a single infraction.

Maintains $5,000 civil penalty cap for selling or leasing subdivision lots without a required public report from the commissioner, with the same per-infraction structure.

Preserves the five-year statute of limitations for commencing proceedings to impose civil penalties or suspend/revoke licenses, measured from actual discovery or discovery that should have occurred with reasonable diligence.
