Amends Arizona Revised Statutes section 9-240 to reorganize and renumber the general powers of town common councils from 29 to 46 enumerated powers.

Restructures existing town council powers related to streets, sewers, water, fire prevention, police, licensing, nuisances, and ordinance enforcement into a numbered format for clarity.

Makes minor grammatical and stylistic updates throughout, including changing "upon" to "on," "thereof" to more specific terms, and updating currency references to use dollar signs.

Adds new power (item 46) authorizing towns to participate in water reuse and recycling programs, regional wastewater recharge projects, and related infrastructure.
