Amends Arizona Revised Statutes section 11-254.09 to allow nonprofit corporations to establish water improvements programs in addition to county boards of supervisors.

Enables nonprofit corporations to designate entities to operate programs that award grants to low-income or fixed-income residential property owners for well improvements or water delivery system installation.

Restricts grant funds to two purposes: deepening existing drinking water wells or installing/replacing plumbing for water delivery systems on recipient residences.

Requires annual reports by July 1 to the county board of supervisors (or nonprofit corporation), state senate president, and house speaker detailing program operations, donations received, and grants awarded.

Maintains prohibition on using general county funds for program grants.
