HB2015 Summary

• Amends Arizona groundwater law to require all public comment sessions, stakeholder processes, and public hearings related to designating subsequent active management areas or irrigation non-expansion areas be held within the affected groundwater basin or subbasin.

• Requires the director to explain to stakeholders the potential impacts of designation as a subsequent active management area or irrigation non-expansion area at all public meetings related to the designation.

• Expands voter eligibility requirements for petitioning to designate groundwater basins as active management areas or irrigation non-expansion areas to require voters receive their drinking water from the affected groundwater basin.

• Requires applicants for petitions to designate groundwater areas to be residents of the groundwater basin and receive their drinking water from it.

• Directs the director to provide county recorders with maps showing residences receiving drinking water from the groundwater basin to aid in determining eligible voters and petitioners.
