Amends Arizona Revised Statutes section 45-576 regarding certificates of assured water supply in active management areas.

Allows the director to consider only the proposed source or sources of water supply dedicated to a proposed use when determining sufficiency, regardless of whether water is distributed through a commingled system with other supply sources.

Prohibits the director from requiring a subdivider to procure or dedicate a water source exceeding 100 percent of the water needed to meet the proposed use.

Clarifies that "sufficient groundwater" for replenishment district members means proposed withdrawals will not exceed a depth to water of 1,000 feet or aquifer bottom (whichever is less) when combined with other district withdrawals over 100 years.
