Allows the director to periodically review areas within subsequent irrigation non-expansion areas and remove the designation if they no longer meet the criteria for inclusion.

Establishes a petition process for removal of subsequent irrigation non-expansion area designations, requiring either 25 irrigation users/one-fourth of irrigation users or 10 percent of registered voters who receive drinking water from the basin or subbasin.

Requires a public hearing before removing a subsequent irrigation non-expansion area designation, with notice published in newspapers of general circulation for two consecutive weeks.

Mandates the director file written findings and an order within 30 days after the hearing if deciding to remove an area from a subsequent irrigation non-expansion area designation.

Requires the director to file a copy of any removal map with the county recorder of the county or counties where the former irrigation non-expansion area is located.
