Requires holders of conservation easements to make annual voluntary payments in lieu of taxes to the county treasurer based on the reduction in property value caused by the easement.

Directs county treasurers to distribute in lieu payments to counties and school districts, cities, and towns in the same manner as regular property tax revenues.

Applies retroactively to December 31, 2023.
