Requires municipalities and counties to obtain written water service commitments from designated providers (or member land qualification) before approving building permits for residential lease communities with 6+ detached dwelling units in active management areas.

Mandates applicants pay all applicable activation and replenishment reserve fees under sections 48-3772 and 48-3774.01, with proof of payment attached to building permit applications.

Exempts residential lease communities that applied for or received zoning entitlements on or before September 30, 2024 from these new requirements.

Excludes agricultural worker housing on agricultural property from the definition of "residential lease community."

Amends water supply law to clarify residential lease community requirements and fee payment obligations for building permit issuance in active management areas.
