Amends Arizona Revised Statutes section 11-211 to modify population thresholds and procedures for county boards of supervisors.

Changes the population threshold in subsection C from "at least one hundred fifty thousand" to "at least one hundred twenty-five thousand" persons for counties to submit a question about expanding from three to five supervisors.

Changes subsection C language from counties "shall submit" to "may submit" the five-member board question to electors, making it optional rather than mandatory.

Allows counties with populations between 125,000 and 175,000 persons to optionally propose expanding their board of supervisors from three to five members at a general election for voter approval.
