HB 2033 Summary

• Expands the definition of "ambulance attendant" to include emergency medical responders whose primary responsibility is driving an ambulance, physicians, and professional nurses meeting specified criteria.

• Modifies ambulance staffing requirements for interfacility transportation to allow one ambulance attendant who is an emergency medical responder (driver-only role) paired with one qualified attendant, with emergency medical responder attendants permitted to exclusively drive the ambulance.

• Requires emergency medical responder programs to be submitted for department review and include emergency vehicle driver training, CPR certification, automated external defibrillator training, and noninvasive diagnostic device training.

• Adds basic life support rate applicability for interfacility transports staffed with at least one qualified ambulance attendant as defined in statute.

• Allows ambulance services to provide gratuitous services when an ambulance is dispatched but the patient subsequently declines treatment or transport.
