Amends Arizona Revised Statutes Section 13-3005 to require notice to all parties before intentionally recording a wire or electronic communication, making such recording without notice a class 5 felony.

Requires consent AND notice to senders or receivers of wire or electronic communications, and consent AND notice to parties in conversations or discussions, changing previous language that only required consent from one party.

Exempts peace officers and persons acting under a peace officer's direction from the notice requirement during the course of an investigation.

Maintains existing class 5 felony penalties for unlawful interception of communications and class 6 felony penalties for unauthorized installation or use of pen registers or trap and trace devices.
