Amends Arizona Revised Statutes section 15-154 to expand the school safety program to include "school-based mental health professionals" in addition to school resource officers and juvenile probation officers.

Defines "school-based mental health professional" to include school counselors, school social workers, school psychologists, and licensed behavioral health providers who deliver children's services and school-based mental health services.

Requires school districts and charter schools applying for mental health professional grants to submit detailed proposals including school safety needs assessment, mental health services plan, evaluation methods, confidentiality policies, parent notification procedures, and community referral processes.

Directs the Department of Education to review and approve program proposals, evaluate effectiveness using academic and emotional statistics, and report annually to legislative and executive leadership on program activities and impact.

Removes references to specific professions (school counselors and school social workers) and replaces them with broader "school-based mental health professional" terminology throughout the statute.
