Streamlines permitting for Colorado river water storage at previously permitted facilities by allowing permit issuance within 20 days if facility holder consents, no modifications are needed, only Colorado river water is stored, and applicant has water rights.

Reduces decision timeline from six months to 100 days after notice is given for storage and recovery well permits (90 days for article 6 applications).

Maintains existing public notice requirements through newspaper publication and mail notification to affected cities, towns, water companies, and districts, with 15-day objection period for interested parties.
