Amends groundwater code to allow persons in irrigation non-expansion areas to permanently retire irrigated acres and substitute the same number of acres in the same area, provided the substitution does not increase total groundwater withdrawals.

Requires the Willcox groundwater basin to be placed on the 2024 general election ballot for voter approval as an irrigation non-expansion area, with designation occurring if 50% or more voters approve.

Implements interim groundwater restrictions in the Willcox basin from the effective date until election results are certified, limiting irrigation to groundwater from non-exempt wells only on acres irrigated during the five years preceding the act.

Updates statutory language in section 45-437 to reference the new substitution provision and makes minor technical corrections including changing "which" to "that" and reformatting dollar amounts.

Designates the act as an emergency measure operative immediately.
