Director must hold a public hearing before removing a subsequent active management area designation, with notice published in newspapers for two consecutive weeks in affected counties.

Director must file written findings within 30 days after hearing and publish an order removing the area from active management area status, with effectiveness upon final publication.

Registered voters who reside within a subsequent active management area and receive drinking water from that groundwater basin may petition to remove the designation through election, requiring signatures from 10 percent of eligible voters.

Ballot language for removal election shall read "should the SUBSEQUENT active MANAGEMENT area DESIGNATION be removed from the (insert name of basin)?" followed by "yes" and "no" options.
