Department of Water Resources shall review applications for certificates of assured water supply in the Phoenix active management area upon request by eligible applicants and issue a written determination within 15 days.

Eligible applicants are those who submitted applications between January 26, 2021 and May 31, 2023 and have not yet received a certificate or had their application denied.

Department shall use either the 2006-2009 Salt River Valley Regional Model or the 2006 Lower Hassayampa Sub-basin groundwater flow model, along with any financial information submitted by applicants, to conduct the review.

Department must notify all eligible applicants within 5 days of the effective date, and applicants have 90 days from the effective date to request a review of their applications.

This section expires December 31, 2024 and is designated an emergency measure effective immediately.
