Adds subsection M requiring the director to issue a "certificate of water rights" to groundwater users who register exempt wells with the department, allowing them to pump not more than 35 gallons per minute.

Specifies that groundwater users with exempt well certificates cannot appropriate subflow or surface water out of priority.

Clarifies that withdrawn groundwater from exempt wells is not exempt from general stream adjudication proceedings.

Maintains that the certificate does not preempt or affect decreed or appropriative rights, surface water rights, water subject to appropriation, or general adjudications of water rights.

Makes technical corrections to existing exempt well provisions by replacing outdated language ("which") with current grammar ("that").
