Establishes a Friday 5:00 p.m. deadline for in-person delivery of early ballots to polling places or early voting locations, while maintaining the 7:00 p.m. election day deadline for mailed ballots.

Removes references to on-site tabulation of early ballots at polling places (sections 16-579.01 and 16-579.02 are repealed).

Updates early ballot instructions to clarify that ballots may be delivered in person to polling places or other voting locations by 5:00 p.m. on the Friday before election day, or mailed by 7:00 p.m. on election day.

Modifies provisions in section 16-411 regarding calculation of voter wait times by removing references to early ballots tabulated on-site.

Clarifies that the county recorder's office must remain open until 7:00 p.m. on election day to receive mailed ballots, but may not accept hand-delivered ballots after 5:00 p.m. on the Friday before election day.
