Creates a new State Board of Behavior Analysts as an independent regulatory board, separating it from the State Board of Psychologist Examiners effective July 1, 2025.

Establishes the board with seven members: five licensed behavior analysts in professional practice and two public members ineligible for licensure.

Transfers and renumbers existing behavior analyst licensing and regulation provisions from Title 32, Chapter 19.1, Article 4 into a new Title 32, Chapter 4 covering board structure, licensure requirements, and disciplinary procedures.

Requires behavior analyst applicants to have applied for a fingerprint clearance card and establishes fingerprint clearance requirements for initial and renewal licenses.

Sets the State Board of Behavior Analysts to automatically terminate on July 1, 2033, with Title 32, Chapter 4 repealed on January 1, 2034.
