Updates disciplinary action sequencing to allow the board to proceed directly to formal hearings for potential revocation or suspension cases without requiring an initial formal interview.

Maintains existing provisions allowing the board to assess nondisciplinary penalties up to $500 for failure to respond to board subpoenas and to order emergency summary suspensions when public health requires immediate action.

Preserves confidentiality protections for patient records and investigation materials while allowing the board to charge formal hearing costs to violating licensees.
