Establishes the wildfire flooding mitigation grant fund administered by the Department of Emergency and Military Affairs, with monies continuously appropriated and the department retaining up to 1 percent for administration costs.

Restricts eligibility to cities and towns with populations under 200,000 that provide a dollar-for-dollar match from non-federal sources approved by majority voter vote for stormwater flood mitigation, wastewater treatment infrastructure, and wildfire suppression projects.

Requires grant applicants to certify eligibility, describe the project and need, guarantee compliance with grant terms, and use funds solely for postfire flood mitigation efforts.

Mandates grant recipients submit annual reports by December 15 to the House Natural Resources and Energy Committee and Senate Natural Resources and Energy Committee regarding their use of awarded monies.

Appropriates $35,000,000 from the long-term water augmentation fund in fiscal year 2024-2025 to the wildfire flooding mitigation grant fund, exempt from lapsing appropriation provisions.
