Appropriates $3,000,000 from the state general fund in fiscal year 2024-2025 to the Arizona Commerce Authority for a STEM learning and workforce development grant program.

Exempts the appropriation from lapsing provisions and designates it as ongoing funding for future fiscal years.

Requires the authority to use the U.S. Department of Agriculture's rural-urban continuum codes to categorize areas, treating codes 1-2 as urban, 3-5 as semirural, and 6-10 as rural.

Mandates the Arizona Commerce Authority submit a report to the legislature by December 31, 2024 detailing the distribution of grant monies.
