Amends Arizona Revised Statutes section 13-3601 to expand the definition of domestic violence and clarify related law enforcement procedures.

Adds animal abuse offenses to the list of acts that constitute domestic violence when committed against persons in qualifying relationships (marriage, cohabitation, child in common, pregnancy, blood/court-ordered relatives, romantic/sexual relationships).

Expands peace officer authority to arrest without warrant in domestic violence cases involving physical injury or use of deadly weapons, and to temporarily seize firearms present on premises if reasonably believed to pose risk of serious bodily injury or death.

Requires prosecutors to file notice of intent to retain seized firearms in court, with hearings required within ten days of owner request; firearms must be held at least 72 hours and may be retained for up to six months if return would endanger victim or household members.

Mandates peace officers responding to alleged domestic violence calls to conduct child welfare checks to determine if minors present are safe and might be victims of domestic violence or child abuse.
