Exempts volunteers at school activities or functions where food is handled or served outside regular school food service from requiring a food handler certificate if overseen by a certified food protection manager or person in charge.

Exempts volunteers who work three or fewer times in a calendar year at activities or functions where food is being packaged or heated from food handler certificate requirements if overseen by a certified food protection manager or person in charge.

Defines "person in charge" as the individual present at a food establishment responsible for management of the operation at the time of inspection.

Amends Arizona Revised Statutes Section 11-269.28 regarding food handler certificates.
