• Continues the Board of Technical Registration until July 1, 2030, with repeal of Title 32, Chapter 1 on January 1, 2031

• Continues the Registrar of Contractors Agency until July 1, 2032, with repeal of Title 32, Chapter 10 on January 1, 2033

• Requires the Registrar of Contractors to study and report on commercial contractor oversight by December 31, 2024, to determine if statutory removal of agency oversight is feasible

• Modifies contractor complaint procedures to require complainants to either have a contractual relationship with the accused or be harmed by/have firsthand knowledge of alleged misconduct

• Removes references to the home inspector rules and standards committee in home inspector certification and financial assurance requirements under Title 32
