Amends the definition of "emergency services" to explicitly include the "prudent layperson" standard, specifying that coverage applies when a person with average knowledge of health and medicine could reasonably expect that absence of immediate medical attention would result in serious harm

Expands emergency services coverage to include conditions manifesting with severe pain and mental health emergencies, not just physical health conditions

Adds "harm to the patient or others" as a qualifying criterion for emergency services coverage

Clarifies and reformats definitions for "health care services plan" and "prior authorization" without substantive changes to their meaning
