Adds foster care students as eligible recipients for educational scholarships and tuition grants under Arizona school tuition organization programs.

Foster care students must meet four criteria: be unable to attend public school full-time, have not attended public school for at least 90 days in prior fiscal year or one full semester, require specialized programs due to severe medical or behavioral needs that public schools cannot meet, and be unable to receive other scholarships or grants equal to the tuition cost.

Foster care eligibility applies to students placed in foster care under Arizona Title 8, Chapter 4 at any time before graduating high school or obtaining a general equivalency diploma.

School tuition organizations must use at least 90 percent of corporate donations for scholarships to low-income students (not exceeding 185 percent of reduced-price lunch eligibility) and other specified categories including the new foster care provision.

Amends sections 43-1504 and 43-1603 of Arizona Revised Statutes governing school tuition organization requirements and operations.
