Amends Arizona Revised Statutes section 45-465 to clarify language regarding groundwater rights in active management areas by replacing "which" with "that" throughout the statute.

Adds provisions for irrigation non-expansion areas that become subsequent active management areas, requiring the director to grant water duty consistent with the user's highest annual withdrawal since non-expansion area designation.

Allows groundwater users in former irrigation non-expansion areas to accept the department's determination of irrigation water duty and farm units without charge, fee, or additional application requirements.

Permits groundwater users who dispute the department's determination to contest it under title 12, chapter 7, article 6 without incurring costs, filing fees, or application charges.

Declares the act an emergency measure effective immediately upon enactment, with specific application to the Douglas active management area.
