Changes "it" to "the board" for clarity when referencing the board's decision to approve proposed highway actions.

Changes "on" to "in" when describing how the board enters resolutions approving highway establishment, relocation, alteration, vacation, or abandonment in its minutes.

Preserves the existing process allowing the director to acquire property through condemnation or other means once board approval is obtained.

Maintains the superior court's existing authority to review board actions concerning state highways through certiorari proceedings.
