Requires all members of the Arizona legislature to submit to random drug testing at the discretion of the President of the Senate or Speaker of the House when the legislature is in session.

Mandates that sample collection occur under reasonable and sanitary conditions with documentation procedures that include proper labeling to prevent misidentification and an opportunity for tested members to report relevant prescription medications or medical information.

Directs the President of the Senate or Speaker of the House to refer any member who tests positive for drugs (excluding prescribed medications) to the ethics committee of their respective chamber for review and recommendations.
