Amends Arizona Revised Statutes section 33-442 to prohibit transfer fees imposed by homeowner associations, with specific exceptions.

Exempts service fees for administration of association records from the transfer fee prohibition when charged by a managing agent contract with the association.

Prohibits associations from charging fees authorized under exceptions for certain conveyances between parties defined in section 11-1134, except for legitimate service fees for record administration.

Maintains existing exceptions to transfer fee prohibitions, including loan assumption fees, real estate broker commissions, and fees for club memberships related to the property.

Effective upon approval by the Governor on April 10, 2024.
