HB2120 Summary

• Prohibits cities and towns from reducing municipal police department budgets below the previous year's amount.

• Authorizes the state treasurer to withhold state shared revenues from cities and towns that reduce law enforcement budgets, in an amount equal to the reduction, until the budget is restored.

• Provides exemptions from the prohibition if the city or town lacks sufficient funds, reduces all departments equally or more, has not experienced population growth, or is restoring a temporary budget increase from the prior year.

• Applies withholding provisions to both transaction privilege tax distributions (section 42-5029) and urban revenue sharing fund distributions (section 43-206).
