Requires any person advertising, displaying or offering prices for goods or services in Arizona to include all mandatory fees or charges in the advertised price.

Mandates that receipts after purchase must describe a clear refund process, including whether the total amount paid may be refunded and the timeframe for refunds.

Defines mandatory fees or charges as those that must be paid to purchase the good/service, are not reasonably avoidable, or are fees a reasonable consumer would expect to be included in the advertised price.

Excludes government-imposed taxes from the definition of mandatory fees or charges.

Classifies violations as unlawful practices subject to fines up to $5,000, with enforcement authority granted to the Attorney General.
