Allows applicants for certificates of assured water supply in the Tucson, Pinal, or Phoenix active management areas to include projected effluent from proposed subdivisions when demonstrating legal and physical water availability, if the effluent is used directly for subdivision water demand or recharged in the same subbasin.

Modifies the definition of "assured water supply" to specify that sufficient groundwater means proposed withdrawals will not exceed a depth to water of 1,000 feet or the aquifer bottom (whichever is less) when a groundwater replenishment district submits its preliminary plan.

Removes language requiring director rules on gray water reuse systems to be adopted by January 1, 2008, making this an ongoing requirement rather than time-limited.

Changes one word in notification procedures from "of" to "after" regarding director notification to mayors and supervisors about designated water providers.
