Renames the "residential utility consumer office" to the "Arizona utility consumer office" throughout Arizona Revised Statutes sections 40-461, 40-462, and 40-464.

Expands the office's mandate to represent both residential and small commercial utility consumers in regulatory proceedings before the corporation commission, rather than residential consumers only.

Authorizes the office director to research, study, analyze, and represent the interests of residential and small commercial utility consumers in rate-making proceedings and other matters involving public service corporations.

Maintains the governor's appointment authority for the director under section 38-211, requiring the director to possess management, administrative skills, and knowledge of utility regulation.

Requires the office to record all consumer contacts regarding service quality or quantity and may refer consumers to the corporation commission utilities division consumer services section.
