Amends the threshold for municipal property sales requiring a special election from $1.5 million to $15 million in value.

Establishes new public hearing requirements for property sales valued between $1.5 million and $15 million, with at least 30 days' notice before approval and 10 days' notice before the hearing.

Requires municipalities to post the terms of property sales on their website upon completion of the sale.

Exempts airport sales or leases to counties, the state, or federal agencies from standard advertising and special election requirements, allowing nomination consideration instead.
