Establishes a Solar Panel Disposal Fund administered by the Department of Environmental Quality, funded through legislative appropriations and $1 per-panel installation fees collected from solar panel owners or installers.

Authorizes the department to award grants to cities, towns, and counties for decommissioning, recycling, and disposing of solar panels and for groundwater quality remediation efforts caused by improper solar panel disposal.

Prioritizes grant applications that address groundwater quality remediation and allows the department to retain up to one percent of fund monies for administrative costs.

Requires grantees to submit annual reports by June 30 detailing grant expenditures and program outcomes, and requires the department to submit an annual report to the governor and legislature by August 15.

Requires approval by a two-thirds vote of both legislative houses to enact this measure.
