Designates the Department of Economic Security as the lead agency for coordinating early intervention programs and services for infants and toddlers with developmental delays.

Requires the Department to provide families with information on identified priorities, needs, outcomes, and community resources at initial and subsequent individualized family service plan meetings.

Mandates development of an electronic community resource guide covering therapy services (occupational, physical, speech-language, applied behavioral analysis) and technology/language acquisition options (hearing aids, cochlear implants, sign language, listening and spoken language services).

Allows families with infants or toddlers identified with hearing impairment to engage an audiologist during family service plan meetings for professional clinical information.

Requires the Department to establish a process allowing families to request a different service coordinator and to choose natural environments for services to the maximum extent appropriate.
