Amends Arizona Revised Statutes § 12-2292 to modify confidentiality rules for minor patients' medical records.

Establishes that minors who can legally consent to their own medical care and have mental capacity to do so may keep their medical records confidential by providing written authorization to the health care provider.

Requires health care providers to inform minor patients of their option to keep medical records privileged and confidential and prevent disclosure to parents or guardians.

Allows medical records of minor patients to be disclosed to parents or guardians unless the minor has notified the provider in writing that records should remain confidential.

Exempts emancipated minors from these provisions and preserves all other federal and state laws governing medical record confidentiality.
