Establishes a move over law study committee consisting of two senators, two representatives (from different political parties), the transportation director or designee, two public safety department members, and one towing representative appointed by the governor.

Committee designated senators and representatives serve as cochairpersons; committee members receive no compensation except the governor-appointed member may be reimbursed for expenses.

Committee shall study the effectiveness of Arizona Revised Statutes section 28-775 (move over law), identify resources or policy initiatives to enhance public safety, and propose legislation to address identified issues.

Committee must submit a comprehensive report to the governor, senate president, house speaker, and secretary of state by December 1, 2024, regarding activities and recommendations for administrative or legislative action.

Committee automatically repeals on September 30, 2025.
