Amends section 28-3165 of the Arizona Revised Statutes regarding nonoperating identification licenses issued by the Arizona Department of Transportation.

Expands fee exemptions for nonoperating identification licenses to include any person without a residence address or whose address is a homeless shelter, changing the exemption from "veteran" to "person" in those categories.

Establishes that nonoperating identification licenses issued after the effective date of the amendment are valid for eight years, except for licenses issued to persons with suspended driving privileges which remain valid for only 180 days.

Removes the definition of "veteran" that was previously included in the statute relating to fee exemptions for identification licenses.
