Amends Arizona Revised Statutes section 9-461.06 regarding municipal general plan adoption procedures and requirements.

Modifies timing requirements for general plan submissions to voters, changing the minimum election scheduling period from 120 days to 80 days after governing body adoption.

Allows cities and towns with populations between 2,500 and 10,000 persons whose current general plan was voter-approved to optionally submit new plans to voters for ratification (previously mandatory only for faster-growing municipalities).

Maintains existing requirements for attorney general review and approval of general plans affecting military airport high noise or accident potential zones, including 25-day review period and potential civil action if noncompliance is found.

Clarifies that subsequent adoption attempts of rejected plans require a two-thirds majority vote from the governing body and must comply with all established procedural requirements.
