Changes voter registration system fund from county contributions to state contributions allocated by the secretary of state.

Establishes a state contribution fund consisting of monies allocated by the secretary of state for developing and administering the statewide voter registration database required by section 16-168.

Makes monies in the fund exempt from appropriation lapsing provisions under section 35-190.

Continuously appropriates monies in the fund to the secretary of state for development and administration of the statewide voter registration database.

Bill becomes effective only if House Bill 2590 (relating to qualification and registration of electors) becomes law.
