Amends Arizona Revised Statutes Section 11-461 regarding county recorder duties for recording instruments.

Changes recorder's authority from "shall record" to "may record" instruments, provided they meet requirements of sections 11-468, 11-480, 33-421, or 47-9528.

Adds "trusted submitter" to the list of entities allowed to submit digitized images of recordable instruments for recording.

Defines "trusted submitter" as a person or entity that has entered into a memorandum of understanding with the county recorder regarding digitized recording.

Updates social security number redaction requirements by changing the effective date reference from "the effective date of this amendment" to "September 19, 2007."
