Repeals title 32, chapter 3 (barbering) and consolidates barbering regulations into title 32, chapter 5 (cosmetology), renaming it "Barbering and Cosmetology."

Establishes new barber license requirements including 1,200 hours of training, with alternative pathways through apprenticeships or reciprocity with other states.

Requires barbers to hold a separate barber license; cosmetologists seeking barber licensure must complete an additional 200-hour barbering techniques course.

Updates terminology throughout the chapter, replacing "salon" with "establishment" and adding barbers to existing cosmetology board authority and disciplinary provisions.

Appropriates $298,250 and four FTE positions in fiscal year 2024-2025 to enforce expanded barbering regulations; sets board termination date for July 1, 2026.
